Ok some basic knowledge needed for this tutorial.
There are not so much images provided since it is a easy process. Any questions then reply

This is a very easy tutorial , atleast that's what I think :D

1. Open up photoshop and make a new document , size doesn't mather. I have picked 400 x 150 and a white background

2.Now make a selection with the Rectangular Marquee Tool (Again ,size doesn't mather.) and go to 'Select -> Modify -> Smooth' and make the Sample Radius 15.

3.Create a new layer and fill the selection up with some kind of blue ( I've used 45A9CE) and double click the layer. Now the effects screen will pop up.

4. Add a inner glow with the following settings:

5. Now add a Outer glow with the following settings :

6.Now add a dotted pattern in the effect options. Use following settings
( If you don't have a dotted pattern go here )

7. Now the cooler making stuff :D Do 'Crtl+Click' on the layer we were working on.
When done that , change the Rectangular Marquee tool to Elliptal Marquee tool .
Now set the options of the marquee tool to 'Intersect with Selection' (-> user posted image )

Now create a selection like this

With elliptal marque tool enabled , right click on the selection and use 'Layer via Copy'

8. Now set off all the effects of the new layer and again do 'crtl + click' to select the shape we just created , and fill it with white.

9. The final step is just to set the blending mode of the white layer to "Soft Light' .
And now you're done ! This is my final outcome.

Just play around with it and create some cool stuff with it , like I did in my banner :)

Lol , the colors here are darker than I wanted , so make it a lighter blue for a better outcome :D

Very good tutorial Aapje... It works out good, it's easy to follow and easy to change up.. So to all you readers - as I always suggest do not stay in the boundries of this tutorial - learn it - take it and modify it to fit your needs.

Note to readers: the Pattern if you want it the same will need to be created. I'll write a tutorial later on how to create patterns...

I've done it already , a quicky
