Ok i actualy got this from a fire ball tut but i think it looks better like this
but most credits go to Ghost @ tutorialfx.com



1) open a new document and fill it with black

2) Create new layer and hit d to reset your colors

3)Choose the Eliptical Marquee tool from the tool bar and create a circle,hold shift and make it a perfect circle

4) Filter>Render>Clouds

5) Filter>Render>DiffrenceClouds

6) Hit Ctrl+I this will invert your colors

7) Hit Crtl+L to adjust your levels, move the middle Gray slidder all the way to the right it should look like black and white lightning now

8) Hit Filter>Distort>Spherize
Amount=100%
mode=Normal
hit ok

9) Click Ctrl+F this will repete the last filter ( step 8)

10) Filter>Stylize>Find Edges

11) hit Ctrl+I to inverse your colors

12) Time to add color hit Ctrl+U to edit the Hue/Saturation with the folowing settings

Check the colorize box
Hue=200
Saturation=100
Lightness=0

13) Hit Ctrl+J to duplicate the layer

14) Ctrl+U
Hue=240
Saturation=100
lightness=0

15)Ctrl+E to merge it down

16) repete steps 2-14

17) set the duplicated layers blending mode to linear dodge then crtl+e then Crtl+e

18) repete this process untill you get the desired effect

19) Add a Inner and Outer glow to make it look all perty full

and it dosnt always turn out the same sometimes it dosnt look so good
