1:Start off wid a white image
2: go to filter > render > clouds
3: then filter> blur > radial blur -
100
zoom
best
4: then filter > stylise wind
blast
from the left
5: then do wind again but from the right
6: filter > blur > smart blur
radius 1.1
threshold 55.8
all the rest leave it alone!
7: then press control + u
8: and tick colourize
9: then change the hue + saturation untill u get a nice colour!
