Back by popular demand, i go into the more specifics of making a border:

Step One: Make a Backround

Step 2: Customize the backround(optional)

Step 3: Make a new layer above all your other layers, name it border if you wish.

Step 4: Grab the Polygonal Lasso Tool and make your border(i hid my other layers to show you the border clearer.)
Select-Inverse
be sure to fill it with any color before you deselect it.

Step 5: Now take either the eraser tool, or keep the polygonal lasso tool and set about marking up your border, to make it look more real instead of a hulking mass on the pic. You can do this any way you want to.

Step 6: Now heres where some more customization comes in, you can either use the blending mode i give you, or keep the layer flat.
Right click the border layer and click blending options
Go to:
-Bevel+Emboss
Style: Emboss
Highlight Mode-click on the white box and make it black
-Stroke
1 Pixel Black *use for flat AND beveled style layers.

!Step 7 is optional, but i usually always do it.

Step 7: Click on one of your backround layers, then Ctrl+click on the border layer to select it. Ctrl+c then Ctrl+v (to copy and paste) a new layer which should have the colors of the backround and the shape of your border. Drag that new layer above the border and give the same blending modes from the border to the new layer. Hide the original border layer and then play around with the layer styles on the new border layer.

Step 8: its usually a good idea to have several different backround layers, then to select one that doesnt show through too much and use that for the backround layer in
Step 7. that way the border wont appear almost transparent. but if you have only one or two backround layers as in the iamge i posted, you can go to:
Edit-Transform
Flip horizontal+flip verticle (either or both) to make it appear more.
~End Note and Tips~
Now this is so customizable it would be impossible to explain everything you can do with it. all you need to do is put in the pics and arrange them below or above the border, guage the border size to fit well with the image.

hey Beastmaster i have a question when you make your borders how do they come out stright.I try to make one and they come out all fu*ked up and i dont know how to make them stright can you help me out i got ps 6

hold down the shift key when you make the line (i dunno what to do if ya have a mac)

Yes tweak totally has it right when you use the polygonal lasso tool hold shift and everything u do will come out perfectly straight.
