1.First thing first create a new file... {FILE->NEW}

2.With the above settings

3.next use the pen {user posted image} tool and go mad with it.

5.Now you need to rasterize the layer so... {LAYER->RASTERIZE->SHAPE}

6.Now click on blending options {user posted image}

7.Choose bevel and emboss

8.Use the above settings.

9.now save this picture {user posted image} open it in photoshop and select all {CTRL+A} and do {EDIT->DEFINE PATTERN}

10.Back in blending options click on texture and input the above settings choosing the texture you made from the drop-down window.

11.Still in blending options, input the above into gradient overlay.

12.Still in blending options, input the above into stroke and click OK

13.Do the following... {LAYER->DUPLICATE LAYER}

14.Do the following... {EDIT->TRANSFORM->ROTATE 180}

15.You are finished. Now if you edit the finished result you'll end up with something like below....
