1. Open a new document, 500 px by 500 px.

2. Fill the document with black.



3. Take the eliptical marquee tool, and while holding shift and alt, click and drag.

4. Fill the selction with white. Then press {Ctrl+D}.



4. Do the following... {Filter->blur->gaussian blur->settings: 29.6px}

5. Do the following... {Filter->stylize->find edges}



6. Do the following... {Image->adjustments->levels->settings: 215, 1.00, 239}



Voila you are finished.



And with a little simple tweaking it looks pretty awesome.
