Double border Tutorial:

Ok, first things 1st. The Background, for the tutorial, im gonna put together a simple one. A 500x200px background

i used some abstract brushes, and a clouds bg. and i found a pic to go along with the background, since for this it doesnt have to be complicated

Now that we have the back ground, we can move on to the Underlayer Border.
We'll do a Tech. style border to go along with the background.

Create a new Layer, by clicking the "New Layer" button on the bottom of the layers pallette

Use you Polygonal Lasso to design your first border. Once youve designed the background, hit Shift-Cntrl-I to select the inverse of your selection to make your border
I Made mine look like this:

After you have designed your border, click the paintbucket, set your paint for a dark green ( i used #005e0b)
Giving you this:

now deselect your border (Ctrl-D) and create a new layer. This layer will be for the outermost border.

Create a border to go along the other one, inverse it, then fill the border with a silverish color or a neon green (I will be using the silverish to show contrast)

Thats something like what you should have now.

Now heres the more fun part before all the blending. This is where you use the polygonal lasso, and the elliptical marquee tools to create your tech like border.

Alright, now that the Basic Part of the borders are done, we can finalize them with the layers blending
(it doesnt matter which layer you do 1st)
So click the little "f" on the bottom of the layers pallette, then click blending options
1st will be the drop shadow: i left everything the same but changed the contour to "Cone Inverted"
2nd is Inner Shadow: Ocupancy:58; Distance 4; Choke 4; Size 10
3rd is Bevel and Emboss: set it as a Pillow Emboss, then click contour and set it as ring for a more metallic look
4th is Satin: use what ever settings you like and click anti aliased ( i used ring, and a 90 angle
Last is Outer Glow: use a neon green, with a size of 13px. with a contour setting of linear or cone inverted and you should have a nice look (i used Cone Inverted)

so this is what you should have by now:

Once you have this done you may do the other layer. Just click and drag your blending options under the last layer and drag it onto the other layer

You can add some text, and change the ocupancy of the borders to give it cooler looks, so come up with some ideas with this
