I don't think it actually says anywhere about the situation of the Oaths now. Currently, both Aes Sedai and Asha'man must swear on the Oath Rod, but the only Oath that is still in use is the First, to speak no word that is untrue. Spinning the truth on its head is still a common practice, because of this. :P Aes Sedai/Asha'man may use the Power as a weapon, or to make a weapon, though it is frowned upon in most cases.
