He's a gag comedian, also a regular reporter on Entertainment Weekly (or Entertainment Relay)
I don't know his last name but his first name is Hyun-bin.
He wears dark eyeliner, that white t-shirt with the curved heart and short shorts during his sketches. He supposedly is trying to get the most anti-fans.....but I dunno, i think he's making a lot of fans instead lol
