Open photoshop cs up and create a new document by going to File >> New or by clicking CTRL + N. Now use these following settings for the new psd document.

Name: Starlight Tunnel Pattern
Preset: Custom
Width: 500 pixels
Height: 500 pixels
Resolution: 72 pixels/inch
Color Mode: RBG Color 8 bit
Background Contents: Transparent

Double click the layer to unlock. Rename this layer to 'Starlight Tunnel Pattern'. Now reset your colors by pressing (D). Now grab your Paint Bucket Tool (G) and fill the layer in with black.

Now we are going to apply a cloud filter to the layer. So go to Filter >> Render >> Clouds. Now apply difference clouds filter a few times. Go to Filter >> Render >> Difference Clouds and after press CTRL + F a few times.

Now go to Image >> Adjustments >> Equalize.

If you remember the pattern we did in the 'Lens Flare Ball Pattern' tutorial, well we are going to use that pattern again. If you have got this pattern, go to Layer >> Layer Style >> Pattern Overlay. Select our pattern from the drop down list. Change the opacity to 60% and the blend mode to 'Overlay'.

[Start : For people who have not got this pattern]
Open a new document 2 wide by 2 high. Now zoom in 1600%. Grab your pencil tool and select master diameter to 1 pixel and hardness to 100%. Make black your foreground color. Now make the top left and bottom right black and the top right and bottom left should be white. Now go to Edit >> Define Pattern, and name your new pattern and click ok.
[/End]

Now we are going to apply a filter. Go to Filter >> Sketch >> Water Paper with these following settings:

Fiber Length: 15
Brightness: 60
Contrast: 80

Now go to Filter >> Distort >> Twirl. Change the angle to 999 or alternatively move the slider all the way across to the right until it stops. Click ok to continue and apply the filter.

Now go to Filter >> Distort >> Pinch. Change the 'Amount' to 100% or again move the slider all the way to the right. Click ok to apply.

Now add some color to our piece so it doesn't look too boring. Press CTRL + U or go to Image >> Adjustments >> Hue / Saturation. Check the box saying colorize and choose a color you like by moving the sliders. I prefer to use blue myself. But its your choice.

Now we have some color to our piece. Duplicate the layer. Either by dragging the layer to the 'Create a new layer' button at the bottom of the layers box or by pressing CTRL + J.

Now go to Edit >> Transform >> Flip Horizontal. Now change the layers blend mode to 'Linear Burn'.

Create a new layer above the previous two and fill with black. Now grab your marquee tool (M). Select the Circle marquee by pressing and holding down on the marquee tool. Create a circle from the top left edge to the bottom right edge. Go to Select >> Feather or alternatively Alt + CTRL + D and choose the feather radius to 25 pixels. Hit the delete key once. Now go to Select >> Deselect.

You now have a base for your intro page to your site. You can add other elements like as you can see in the final piece. You can now play around with the settings and see what you can come up with.

End Result
