This is like, my 15th tutorial, but this is simplier than before.

1.Select Your Image, Anything Will Suffice.
2.Gaussion Blur By About 5-10, whatever you want.
3.Go to edit-fade gaussion blur. Change the blending style to Darken.
4.*You could try different options for different effects.
