Step 1
Open adobe photoshop and go "File -> New"
And use those
settings.
Then click "OK"
Step 2
Set your foreground color to: "17D4F0" and go Filter -> Render ->
Clouds. And press 5 times "Ctrl+F"
Now right click on the layer and choose: "duplicate layer" Then go
Filter -> Render -> Clouds
And set the layer blendings mode to: "Luminosity"
Step 3
Right click on the layer called: "background copy" and duplicate it
again.
Go filter -> Sketch -> Chalk & Charcoal (leave settings
default), then set the layer blendings mode to: "Color Dodge"
You should have something like

Step 4
Go Layer -> Merge Visible (Shift+Ctrl+E).
Then right click on the locked layer called "Background and
"duplicate layer"
Now go Filter -> Sketch -> Note Paper (Leave settings default)
and press OK, then set the layer blendings mode to
Overlay. Now go Layer -> Merge Visible (Shift+Ctrl+E).
Step 5
Duplicate the layer and go Filter -> Stylize -> Find Edges And
set layer blendings mode to "Color"
And press Ctrl + U and use
those settings.
Now you got something similar like
this
Now merge the layer visible (Layer -> Merge Visible [Shift+Ctrl+E])
Step 6
In this step we gonna add a border, first make a new layer.
Then take the "Polygonal Lasso Tool" and make it similair like
this.
Then go "Select -> Inverse" and go Edit -> Fill, with #051319.
Then we need the grunge brush, you can download it
here
Then save it in the brushed folder, located at: "C:\\Program
files\Adobe\Photoshop\Presents\Brushes, save it there.
Now go back to photoshop and load, First take the "Eraser tool" Then
load the brush for details click

if its not in that list, first click: "load brush" in that list.
Then brush over the border (Not to much) with a size of 18 px.
Now add some layer styles, they are located at: Layer -> Layer Style
-> [located here]
Add the following styles.

Embos[/URL]
Stroke
Drop Shadow
Outer Glow
Now you should have something similair like

Step 7
In this step we gonna add some text!
Take the text tool, and use "#9CC3B5" as text color, and use
this
font.
Font size: 48 pt
Now when the text is added lets go to the layer styles. use the
following styles:
Drop Shadow

Shadow[/URL]
Bevel And Embos
Sating
Stroke
This is my final result:

Extra Step (if you want)
Finish step 4, and make a new layer, then fill it with black and go.
Filter -> Texture -> Stained Glass.(leave settings default)
Now change the hue (Ctrl+U) to
this
And set the layer blendings mode to: "Soft light, Hue or Color"
I didnt use this step but if you like it you can use it.
