start wiv ur bg i used this...



now create a nu layer

then

Write your text in italics (dnt use a thin font it wont work as well)

then go 2 blending options and add an inner shadow wiv these settings



next add an outer glow wiv these settings



now add an inner glow and use these settings



now for the reflection

duplicate this layer

then go 2 Edit->Transform->Vertical

then go to Edit->Free Transform and shrink the text a bit

go 2 ur layer window in the bottom right corner and set the
opacity of this layer 2 68%

now this is for the water reflection effect
remember if u like it like this STOP HERE!

right click the layer and select rasterize

then Filter->Distort->Ripple

and keep default settings
