You First want to pick a pretty good looking image, i chose this one.



Next you want to duplicate the layer twice (ctrl+shift+n)



Then go filter>blur>gaussian blur to each of the duplicated layers, use the settings below,



Now set each of the layers to the lighten blend mode



It should start to be looking somewhat like this



Then to add to the effect get star brushes at deviant art, make a new layer ctrl+shift+n, set the layer blend mode to overlay. Brush it up a little bit.



Finally it starts to look something like this, add some text and your own effects and your done.
