Hope you like my first tutorial and can find use for this.

Open a new document in photoshop cs with the dimensions of 500 px wide and 500 px high. With a resolution of 72 pixels / inch. Have the color mode in 'RBG' and at 8bit with a white background.

Grab the gradient tool and make sure its black to white going from left to right. Now set the mode of the gradient to 'Difference'.

Firstly go crazy, and I mean crazy with the gradient tool. Click everywhere and anywhere on the canvas with the Linear Gradient.

Then choose the Radial Gradient and go crazy yet again, do this until you have something that looks right and you feel happy with the result.

Double click the layer and rename it to 'Original'. Now duplicate the layer twice by pressing CTRL + J with the layer still selected.

Get rid of both layers above the layer 'Original' by clicking on the eye next to the layers to make them disappear from view.

Click the layer 'Original' and go to Filter >> Artistic >> Dry Brush and use these settings:

Brush Size: 0
Brush Detail: 10
Texture: 3

Click ok to confirm. Now click the layer above the 'Original' layer which should be named 'Original Copy'.

Now go to Filter >> Artistic >> Neon Glow and use these settings:

Glow Size: 5
Glow Brightness: 15
Glow Color: D9E33D

Click ok to confirm. Now change the layers mode to 'Darken'.

Now select the third layer, which should be named 'Original Copy 2'.

Go to Filter >> Artistic >> Film Grain and use these settings:

Grain: 4
Highlight Area: 0
Intensity: 10

Click ok to confirm. Now change the layers mode to 'Overlay' and the layers opacity to 80%.

You can now change and have a fiddle around with settings like I did.
Too add colour just add on some layers over the top and choose the layer mode to 'Colour'.

Final Result - You can see that with some playing around with settings etc you can come up with something like on the left of those two.

wow that is a really cool final result, do you want to sunbmit that to good-tutorials for s.v.designs... that would be great.

I submitted it for my gfx group ZombieFX sorry :(

As for the tutorial, the last one you see at the end on the left is a different method, well not that much different but the tutorial is basically an example, then you can tweak it to look like the one on the left.
