I think it is apart of his dog form, when he transform the thing wuz wrapped all around him. but the owner has a point, why do ppl think its a tail it doesnt stick out his butt

It's a status symbol! It's a fur boa, but it's used as a status symbol! Sesshomaru's father wore one too. It tells about Japanese history somewhere on The killing perfection. Rumiko Takahashi was probably applying actual Japanese facts here. (BTW: same goes for the "makeup")
