The staff tries to come to terms with the effects of the shooting. Toby is particular is trying to find ways to circumvent the constitution, so that he can go after the hate groups responsible for the shooting. Josh is recovering from the surgery, and is banned from receiving visitors, much to the annoyance of Toby who wants to go around and see him.

Sam is asked to bring in an old friend to stand for Congress. On paper he looks a great candidate; after a little digging it transpires that the candidate prefers all white juries and was in an all white fraternity in college. Sam has to break the bad news to him and he eventually looses his race for the house.
The midterms are eventually held and in the end, after four hundred million dollars, everything stays essentially the same.
To Zoey's dismay, Charlie struggles alone with his guilt over being the target of the Rosslyn shooting becoming more and more distant
Bartlet discovers that the man he beat to win his first congressional race in New Hampshire is running for school board district, he is willing to go on record and talk to the press about him, Leo won’t let him

Timing is a slight issue in this episode, they were shot at in ‘What kind of day has it been?’ some time around the Law School graduation at George Washington, normally around May or early June. But C.J. says, "A week ago the job approval's at 51. We get shot at and it's at 81. Yeah, I think the numbers are soft." and the meeting she says that in has an on screen date projected that says "August 14th. 12 weeks before Election Day" and that episode ends on election day in November and they count out the weeks in between to make it obvious; so, one week after the shooting was in mid-August)?

Apparently Aaron Sorkin told zap2it.com that a woman called his office wanting to know Josh’s e mail address, logic tells you that on some level she would know it was a TV show because she called their office, maybe she was not ready for the next step in the equation!
