History: Rick wanted to be a cop ever since he was a kid. To help people and catch the bad guys, he wanted to make a difference. When the other kids played super heroes and where always 'Green Lantern' or 'Mr. Terrific' he was always a cop.

Near the end of Vietnam he had been drafted, and although like many American's he did no agree with the war, he none the less went and served his time, he had earned a Purple Heart for going beyond the call of duty when saving a member of his unit.

When he returned he tried to put the war behind him and went on to fulfill his dream of becoming a cop. Soon he became a detective, and one of the major players in his area in the building.

He holds a mild annoyance that people are always willing to be helped by 'Super Heroes' but that they dislike 'Vigilantes'. This attitude led him to help Shinobi in their first encounter.

He is the detective Shinobi goes too before getting a Bat involved in his cases, and Rick attempts to pass along his knowledge too Shinobi as the work together.
