I do not use 1337, but I am able to read it.

I think it was originally used by hackers in the 80's but then it became a fairly n00bish thing to do, because of all the 1337 abuse by the retards of the internet world.
It's easy to read most of the time, there's even a translator on Albino Black Sheep for the people who can't write it themselves.

basically, they'll randomly capitalize letters in an ugly fashion, have unneccessary spaces, abuse underscores (underscores instead of spaces or elipses), add "xX0r" to the end of EVERY verb, and abuse the use of Rofl-copters, lol-skaters, wtf-bombs, lmao-planes, omg-missiles, brb-shields, etc...
