Put the disk in the PS2, turn it off and then back on with the disk already in it. It should work fine then.
Oh yes, and dogfighting in the Super Tomcat is oh so glorious.

You have the first generation. Sony made two generations, due to the fact that they knew of the first ones flaw. The reason they still put it on the market... it sold like hell and the problems didn't occur on avaerage untill after the warrenties expired. PLUS, who would willingly pay the shipping and handling to return it to the Sony company, who is responsible after 90 days from purchase, to get it fixed? $60 to get it fixed or replaced with another that won't work and you have to wait 7 weeks to get a new one or your repaired one.
This is why the second generation came out a year later. They knew when it went on the market that the coverter to switch the computer from reading DVD's to CD's to games was malfunctioning, but, it cost more to recall or pospone the sale than put it on the market and fix a select few that got sent back. The ONLY problem is the program that switches to read different formats, or whatever you would like to label it as.
Sooo, yeah, never buy a used playstation 2 or one thats copyright is older than 2002. Thats your best bet if you DO replace it.
Don't bother cleaning disks or anything. There is nothing you can do. Even though it will be selective on what disks it plays, it's still the same thing. The thing that changes to understand each disk. For some reason it selects certain ones it will read, and others it refuses to read. So yeah, don't waste your time.
Take a game that DOES work in it, along with the whole system and controller to Game Stop. Say you want to trade it in. Make sure they use the game that works in it so they don't know it's the first generation faulty one, and trade it in for store credit. Someone might buy it and get mad, but they can bring it back and get another thats fine. This way, you get a good amount of money to go towards buying a new PS2 if you decide to. Hell, get a Game Cube or XBox....
