Because the background isn't too light or too dark and it matches with the foreground too...

What's with you people and not using borders?! Garrg.
Kinda plain, but it's not too bad. Should cut it out and mess with the picture some more, apart from just adding some effects and filters.
Out of them all, I prefer the one currently set as your signature, nice and smooth.

Pencil tool, 1 pixel wide, then draw them in...or that's what I do.

you could simply ask someone else to add a border for you...though I'm normally against modifying existing works without permission...as it's the equivalent of drawing a smiley face on the Mona Lisa and saying it's yours....bleah...

You can hold shift to draw straight lines, or you could select 1px inside of the boundaries with the rectangular selection tool, inverse the selection and fill with black.. But the first way is easier.
