Geddon 3 and then repair.
After that have chips ready to take down his shield. Immediately after its down use hard hitting chips that are hard or impossible to dodge, Protoman V3 works. If you have any multi hit navi chips that you can combine with Attack up chips like Gateman or Planet man you'll take off huge chunks of damage.
You can try this folder setup, though you will have to sub out a couple chips since I've obtained everything possible in BN2.
Note every chip in here is of the * code, so if you have common chips of the same code but not of the * code it is okay to replace them. Though this folder works best as is, since you'll always have 5 fives to use each turn.

Here's a good combo series if you do not have many of the above chips. First take 3 copies of Geddon 3 and 3 copies of Repair. Bass hovers, however he's still affected by broken panels. Next take a couple of very hard hitting navi chips. Protoman V3 can rip his aura apart with no issues. Then right after that try to program in Lifesword 3, Hero or Gater with at least 1 Navi+40 if you have it. the lil-cross-bigbomb PA is another very good one to use if you don't have enough Geddon, and if thrown correctly it won't affect your field. Pretty much the above combos if done correctly and in a fast order will rip Bass apart in less than a minute, just save before you enter his area in case you get a very bad starting lineup.
Oh, for your style try Elec. The extra 2 seconds of stun can really help set him up.
