Again, the reset is about to happen, but you can make your character on word and save it for afterwords...

Now, as for the rules, you need to be more specific on which rules you don't understand.

how and where do i create it

First, open a Word (or similiar) document.
Second, Copy and paste this in to it.

The Class should be what you basicly want your character to be. If you have played FE before, you may want to base off of your favorite character.
Next, paste these into it.

Your level should be 0. Exp should be 00/100. when fighting you gain exp. 100 exp = 1 lvl.
unless your character is riding something, Type of move should be foot.
You'll have to get back to me what type of character it is to figure out Con and move. I'll help you through the rest when we figure these out.
