HOW MANY FUCKING TIMES WILL WE HAVE TO TELL YOU? SACAE AND NABATA HAVE NO ORGANIZED GOVERNMENTS. THIS TIME THROUGH, THEY'RE DOING IT CORRECTLY WITH THE ACTUAL "COUNTRIES", SO JUST SHUT UP! THERE IS NO SACAE.
