Can countries directly purchase stuff? Like, can you go into a shop and say, "East Lycia buys an Iron Lance" or do you have to use an intermediary?

Only the person who bought the card recieves its effects. The card does not have to be in your inventory to activate. You must buy individual cards for individual characters (if you have more than one). You must buy the cards in order (Iron-Steel-Silver and Member-Elite-Royal). You must have both the Silver and Royal Cards to buy the Platinum Card. To prevent Card Abuse, you may only use a weapon if you have the card that you would need to buy it.


So it doesn't really matter. ;)

Eh... I guess as long as they have a high enough weapon level.
