I guess I should explain.

To put it short, the band system we devised makes it so anyone can essensially make their own country. We left territories in Saecae open for conquering so these member formed nations would create nations in Saecae, BTP, and Nabata. We left the other countries that actually have defined government systems in the games as countries controlled by leaders.

So, if anyone wants to be in Saecae, they start a country in Saecae and have Saecae-like characters.
