If I were to borrow parts of the layout- forum names and such, and a large portion of the rules thread for something, would it be against the rules here, or could I do it so long as I credited the site?

Rules are almost universal, you don't have to credit those.
As for the forum names and such, I don't believe you have to credit those. There's probably other websites that have similar names, too... so.

Oh here is the thing.
Taking images/decals from other sites is a violation of the invisionfree TOS and all I can say is that you'll get in a lot of trouble for doing it. :rolleyes:

It's called Three Realms. It's an angel/demon/human role play site- only no one's posted, but me, so it's probably not going to get ANYWHERE. -_-

Try reporting a random post somewhere and making your request there. That's the only way I can think to get their attention. Maybe sortof...?
If you have few/no members you could either:
1-Try to steal some from here. I am too lazy but maybe someone is interested.
2-Get advice from anyone here who got people to join (maybe some of the mods know good ways to advertise? I dunno.)
