yes I know they are expensive and a rip-off etc
so if you'd like to farm, but only has 2000G start-up money, here's how you could go about it:

have a old-Villager character, that is, characters who have already been here for a number of years, but run your stats past me first so you don’t start off too rich ^_^. Remember that if your preceed Alex the mayor then generally you don’t like her!

Make an appointment with the mayor and discuss payment options, eg. pay the 5000G in 5 installments of 1000G.

OR, Fish/forage like mad, take up jobs in other farms or shops, and buy your farm the good ole-fashioned way! ^_^
